Scott Steven

Scott Steven

Head of Asset Management

Scott Steven is Head of Asset Management at Target. Scott joined Target in 2017 from Lloyds Banking  Group.

Prior to joining Target, Scott has been responsible for a number of Lloyds Bank’s lending to large  property groups including care home operators. During 2018, Scott took over the Head of Asset Management role at Target, and holds responsibility for tenant engagement and portfolio decision making with a team of healthcare and asset management professionals.

Executive Assistant

Rhona is Executive Assistant to the Head of Asset Management and provides administrative support to the wider team.

She is an experienced PA with over 38 years’ experience of working in office administration roles within the private sector.

Before joining Target, Rhona worked for 19 years at Stagecoach Group plc. and prior to that she worked in a number of supporting roles at Diageo.

David has responsibility for managing existing assets.

After completing a Master’s degree in Physics at the University of St Andrews, David joined PwC in London where he qualified as a Chartered Accountant. He then moved to their Deals team for 8 years specialising in valuing businesses and assets for a variety of purposes, predominately Mergers & Acquisitions, Tax and Financial Reporting. During this time David was based in London, Singapore and Edinburgh overseeing a range of clients as well as developing and leading teams.

Colin Murphy

Asset Management Director

Colin joined Target in 2019. He is a chartered accountant and chartered surveyor. In his 18-year banking career he has been involved in real estate finance and investment. His real estate journey started in the Macquarie Real Estate Capital team.

Subsequently he joined Standard Bank Real Estate Finance in 2006 where he gained exposure to a variety of specialised property types and debt transactions. Latterly, Colin led a team at Standard Bank providing debt funding to REITs and large-scale developers.

Healthcare Director

Billy uses his knowledge and experience of the healthcare property sector to assess development opportunities.

Before joining Target, Billy was founder and managing director of Oakfield Construction and Westoun Development. Both firms specialised in constructing bespoke retirement homes. Billy can now boast over 30 years’ experience of constructing specialist properties for the elderly.

Scott is a politics graduate from the University of Stirling, chairing the University’s charity organisation in his final year.

He joined Target with ten years’ experience in the construction industry, having specialised in purchasing and facilities management. As an Asset Management Analyst, he provides extensive administrative support to the Head of Asset Management.

Caleb graduated with a BA (Hons) in Economics with Accounting & Finance from Heriot-Watt University in 2017 and is continuing his professional studies on the CFA Program.

Caleb joined Target in 2017, and has worked as an Analyst in the asset management team, contributing to the management and value creation strategy of Target’s healthcare property portfolios. Since joining Target, he has also taken a keen interest in ESG and sits on the business’ ESG committee, representing the asset management team.

Julian Caruana

Sector Research Manager +

Julian Caruana

Sector Research Manager

Julian is the Sector Research Manager at Target. He produces demographic reports on carehomes around the UK; competitor analysis; as well as any additional market and statistical analysis that aid the company with due diligence and asset management.

His experience is in client operations support following rigorous methods that are both qualitative and quantitative.  His training is in finance, risk management, process mapping and modelling, process simulation, business intelligence and machine learning methods.

Julian is a University of London graduate in business management studies and, having been awarded a DataLab scholarship, has completed an MSc in Business Analytics at the University of Stirling.
